When the ball hits the ground, kinetic energy is transformed into  heat.
Kinetic energy was connected with joint down-movement of all particles.
Now heat means chaotic movement of the particles in all directions..

Conclusion:
In view of the gigantic number of particles it is virtually impossible that all of them should happen to move in one direction (up) again, which would be necessary for the ball jumping up again. The Energy is lost.


Energy is not consumed in the sense of "annihilated". It is transformed into energy forms which cannot be used again without further measure.
